look weird where? I guess these would not be rendered in standard maps
(or just in advanced planning phases and for main plans like
motorways, airports, etc.).

I think we could map also planned roads, as long as they are mapped as
planned and not as in construction or in use.

Not sure you got my point (I should have used a smiley). I don't want to 
put anything into osm that is just lines on a blueprint in a drawer at 
the municipality. I map what's on the ground. When (if) those streets 
actually get built then I will map them.

TeleAtlas apparently got those plans from the municipality and promptly 
included them in their database as if those streets are already there. 
May lead to a few confused TomTom users in that area :-)

I have found situations in the past where maps showed bridges that had been 
planned, but, even decades later, were never actually built.

Developers accurate detailed plans less worth than GPS signals in a 
built up area?

True. I didn't suggest using them immediately, I thought that if you got 
hold of them they might be useful references, but whatever you think's best.

How much permission do we need for stuff like that?  I have this map:

Maybe google is feeling a little intimidated by all the announcements
of new roads turning up on OSM as soon as construction finishes!

map at least six months before it was completed ;-)

Google Maps are years ahead of reality in this new construction area. 
All the streets 'missing' from OSM are also non-existent in the real 
landscape. Most of those fanthom streets haven't even started to be 
built yet. I surveyed the 'forbidden' roads in the middle some time ago 
and what you see on the osm map is really what's on the ground at the 
moment.
