Maritime boundaries are inherently non-verifiable so in OSM they are 
generally mapped based on claims, ideally the UNCLOS declarations.  For 
Libya:

Such claims can of couse be disputed, conflicting with others or be 
frivolous to a varying degree.  But there is not really an objective 
way to distinguish between 'real' and 'non-real' territorial waters or 
legal and illegal territorial claims.

Is the Gulf of Sidra or Sirte correctly mapped?
I am not into territorial waters delimitation, can someone more expert than
me cast a sight on it?
Looks like (https://en.wikipedia.org/wiki/Gulf_of_Sidra) there is
represented an internationally illegal territorial claim.
