My employer is a Norge Digitalt partner, and I have access to these maps at work. They are *only* for internal use and is not to be used for redistribution. I am not sure of exactly when usage stops being internal (we often print Norge Digitalt maps to give as documentation to our suppliers, for instance), but I am pretty sure this is usage is not within the license. The content is apparently avilable for parties that are members of Norge Digtalt (http://www.statkart.no/Norge_digitalt/Norsk/Om_Norge_digitalt/) which have a license. I can't find the license, so you will have to contact the user to get the wording. I may help with translation. Statkart (The norwegian cartographic survey) do not normally issue open licenses. It may appear from the wording in the referenced talk page, that the user think he/she is entiteled to do this since he/she has a license.
