overpass-api.de blocked in russia due to 178.63.0.0/16

I've opened Overpass-API github issue:

I've started OSM RU form topic:

It's about unblocking 178.63.0.0/16 on the russian side, but really I 
don't believe in this.



178.63.0.0/16 is hetzner subnet, right? Could you ask them to provide 
not blocked ip.

[OSM-talk] No access to Overpass API

Dear all,

there have been repeated rumors that Overpass API is not reachable from 
everywhere. This is of course not intended from my side.


There has been the conjecture that censorship is involved. As I do see 
accesses from 214 countries (ISO 3166-2) in the world in the logfiles, I 
simply do not know who is censoring where (see below). But there have 
been incidents in the past (funnily, with an US provider), where a 
technical misconfiguration locked out people.


So if you cannot reach any or all of the domains
overpass-api.de
z.overpass-api.de
lz4.overpass-api.de
please contact me (over this list, per private mail, or the OSM messing 
interface if all else fails) to let me know. I will try my best to 
resolve the case.

SH, SJ, ST,
TF, TK, UM, WS
With the exception of Western Sahara (EH), Equatoial Guinea (GQ), 
Guinea-Bissau (GW) and North Korea (KP), none of these countries is 
bigger than a few ten thousand inhabitants - it reasonably could be that 
just nobody is using Overpass API from there.
