[OSM-talk] return of the 'NoName' layer on the osm.org map?

Sure you can request it, but unless you know somebody with a suitable rendering and the server resources to allow us to add it to the site then your request is not likely to be answered. The NoName layer was a third party rendering which was no longer being kept up to date you see, which is why it was dropped. There are number of other inspection tools that can do the same thing as well as many more things.
