I agree with you and also *_link shouldn't use the ref of the motorway
they come from/go to, as in your example (I have removed both tags)
other question to name ... is it ok to named motorway_junction like
"área de servicio"

I don't think "vía de servicio" is the name, but the exit_to (also fixed)
