These roads are 'National Speed Limit - Restricted Roads', where the presence of street lighting enforces and reminds that the road is a Restricted Road. As Restricted Roads do not necessarily occur in 'build up areas' I think using built-up_area would be misleading. The word 'restricted' may not be commonly used, but it has the effect of making people think about what they're adding. Quickly realised how utterly confusing UK/GB speed limits are and wrote down a bundle of notes mainly aimed at trying to work out speed limits on badly signed roundabouts along NSL roads. Lost original notes but a lot was remembered and I've added them to a personal 'uk speed limit notes page'. I think it sums up GB/UK speed limits, and I've cleaned it up a lot today. http://wiki.openstreetmap.org/wiki/User:Jamicu/UK_Speed_Limits Second issue is the change in the wiki to suggest GB instead of UK. What value should we use for source:maxspeed=* in built-up areas when there's no signage or road markings, just street lights? Specifically the concept expressed in http://en.wikipedia.org/wiki/Built-up_area_%28Highway_Code%29 Searching taginfo suggests: * source:maxspeed=GB:built-up_area (+ var: built_up-area...) From 1385 uses without GB: or UK: prefix for the somewhat uncommon maxspeed:default=*, but we could use it for the more usual key too. It's the more common term in everyday parlance, and we're not doing designations here. There don't seem to be any relevant matches for lit or light. There *should* always be signage indicating a change in maxspeed from something else to 30 mph. The street lights merely act as repeaters, since normally repeaters are required every so many yards for a non-NSL limit. The presence of street lights does *not* mean 30 mph (just need to look at any lit motorway for evidence of this). I have found anomalies, though. In fact, I happen to live on a road which is not signed correctly. It joins a 40 mph road, but there is no indication of change of speed limit. I have informed my local council about this but never heard anything back. I think really the only thing we can do in such situations is use common sense. So source:maxspeed=common_sense?
