The main issue that makes using UAVs of any sort difficult in Europe is
the wide variety in regulation (ranging from de facto outlawing non
Government use outside of playing to fairly reasonable), the European
Aviation Safety Agency (EASA) is undertaking an effort to produce 
harmonized rules

that might help a bit as essentially all European states tend to adopt them.

Naturally in the end it depends on how much the states are allowed to
determine on their own (in particular exclusion zones) so I wouldn't get
hopes too high.

PS: while fixed wing UAVs would in principle be better suited, from a
pure practical and bang for the buck pov I doubt that the current
hi-endish consumer grade quadcopters can be bested for what you would
typically want to do for OSM.

Because it's a "winged" craft then with the right permissions it is
possible to fly over populated areas. So can get aerial footage for
relatively low cost, but is a more expensive investment than some of
the very low cost drones that seem to be more targeted towards filming.

It's also ideal for imagery as it will fly a preset route capturing the
required stills to cover the area needed, and then lands.`

I once used a drone to map an inaccessible island in the Humber. The 
drone's camera can be pointed directly downwards, so I flew it around 
the island, keeping the high water mark in the centre of the frame. I 
then used the stored GPS track to update the map.

Drones are used extensively by wildlife charities. Examples I'm aware of
include:

   - 8 cm imagery of individual nature reserves.
   - Pointclouds of imagery & photogrammetric data of cliffs for vegetation
   surveys.

I would think in a couple of years most larger nature reserves will have
been imaged in this way (not least because OSGB does updates on rather a
long cycle for such places).

Ed Loach has been in touch with a company which flies drone imagery for new
solar farm installations.

Whether drone imagery will be at all widely collected in urban areas is a
different thing.

I would imagine it might be more productive trying to get local authorities
to make imagery available. The UK is well-behind the curve on this compared
to other European countries.

FYI there seems to be plenty of work on those in the HOT domain - I
remember Ivan from MSF demoing his quadcopter rig in London. However I
presume they're deploying them overseas.
