You should get in touch with the open data community in Colombia. I
assume there is one, as this is so cool and trendy now :) Is there
somebody from Colombia in this list?
They will help you making the case for IGAC to open the maps. If the
information is owned by the government, the citizens should be able to
use it in any way they like.
