Nice approach!
Here is my 2 cents.
1. House number plate is used in "urban addressing" area. (住居表示住所)
In urban area, house owner have to put a plate on somewhere around
entrance. (defined by law, 住居表示に関する法律)
So we can survey those anyhow.

The number plate is looks like as following.

On the other hand, this is a plate for Block number.
Occasionally, it is on power pole to represent the block number and
neighborhood name.

2. How about countryside?
As mentioned in 1, house number plate is mandatory only in urban addressing
area.
Out of that, we have no clue to identify what the house number is defined
on the house.
In many cases, 地番 (Chiban, number from cadastra) address and numbers are
used to represent the house's address.
To identify that, we have to check cadastra (on 法務局, Legal Bureau of the
region) or get the information by conversation with resident :)
So it is pretty difficult to survey those data with survey.
