You maybe right according to NOAA'S NGDC website [0], Beijing's
magnetic north declination is ~-3° 6' 17" changing by  -2.0' per year
which is almost the same degree of "tilting" of the Forbidden City.

Maybe it's aligned to a particular Magnetic North at the time of
construction?? :-)
