Are the emergency shelters currently mapped in OSM? I think that it would be really useful, in an emergency to have these locations available on your phone or watch as offline routable maps (including whether they are pet friendly).
Maybe in the next few months we could convince/help all states to import their data into OSM. PS - I've just bought a waterproof Garmin Epix watch and loaded routable OSM maps to it. Turn by turn navigation works really well on it.
