(Well, since everybody else is top posting...)

Since it was my bright idea to contact the webmaster, and since everyone
else posting seems to claim that no such link exists, I thought I'd go
ahead and look and see if I could find something others had missed.

Well, no, I can't find a "Contact the Webmaster" link, or even a "Contact
Us" *e-mail* link, either.  (The link
https://www.fbi.gov/contact-us/fbi-headquarters gives a paper mail address
and phone number, but no e-mail address.)

I did however find an "Accessibility" page,
https://www.fbi.gov/accessibility , which says:

"If you have any other questions or problems about the FBI.gov site, you
may contact the FBI.gov content manager in writing or via telephone at:

Federal Bureau of Investigation
Attention: FBI Internet Content Manager

That might be of some use, even tho this isn't specifically an
accessibility issue.  If nothing else, hopefully they would know how to
forward a legal / copyright issue on to whomever within the web team there
is supposed to deal with such.

If someone does contact them about this issue, perhaps a suggestion that
there should be a "Contact the Webmaster" link or web form or something
should be made, too?

I'm going to check with some USG tech friends to see if they know anyone on the 
FBI web team. I think it may prove more expedient and get better attention than 
calling or emailing parts of the bureau which have little to do with this.

correct attribution to OSM

leaflet is a library anybody can use - i assume they won't be happy
about people bothering them same as apache httpd project wouldn't be.

Does either the page for the Denver field office, and/or the nation-wide
field office locator referred to in a separate post in this thread, include
a "Contact the Webmaster" sort of link?  Or even just a "Contact Us" link?
Those would be a first obvious point of contact, I'd think...

I would usually advocate getting law enforcement involved in an OSM
licensing misstep... but someone should call the FBI!

It's not just the Denver field office. The map on the nation-wide
field office locator page also lacks attribution:
https://www.fbi.gov/contact-us/field-offices

I just send out a tweet. Not sure if their social media person will
know who to pass it on to. Will report if I get singled out for
enhanced screening on my next flight :)
