That doesn't lower the security of the system at all, it just removes an 
annoying pop-up.

On the contrary, removing the zone identifier makes Windows skip the 
SmartScreen check, which does lower security.

The "Alternate Streams" are sometimes anoying, aren't they?

Simply remove them with the PowerShell:

1.) cd to the Folder where your download was gone:
  cd %userprofile%\downloads
2.) than run:
  Remove-Item .\thebat_32_9-4-4.msi -Stream  Zone.Identifier
3.)
  Leave the PowerShell:
  exit

Done.

I  thought that was my setting, but it actually is "Anywhere, but warn
me  if  app  is  not  in  MS  Store".  I  have  now changed it to just
"Anywhere". Thanks.

Yes, ms wants to discourage all software they don't sell.  Not a good reason to 
buy from them in my opinion.

As  with  recent MSIs, I am warned about being an application NOT from
MS Store.

Also,  and this is not new, since I click on the Install button on the
wizard,  I  have to wait a significant amount of time until I am asked
