draconian measures ms requires to be sanctioned.

It might be that 11 is the same as 10, except that 11 is a little closer to ms 
not allowing unsanctioned software like The Bat.

It's a Windows issue – Windows 11 reports its version as 10.0.22000 everywhere.

on Windows 11.
