What version of Windows Installer did you install? Did you install version 2? 
Do you have Internet Explorer 5 installed?

I've just tried to install The Bat! under Windows NT 4.0 with SP6a, Windows 
Installer 2.0 and Internet Explorer 5.5, and it installed without any problem. 
You just have to copy the MSI file to a local drive (c:\), don't run it from a 
network location.

This directly announced by the Link of Ritlabs, it is 2.0.2600.2

 Did you install version 2?

I think this is Version 2.

 Do you have Internet Explorer 5 installed?

IE5.5sp2

Using Windows NT4 is very dangerous for a connected computer (if you
install TB! on such a system, thinking it's connected is logical):
Microsoft don't provide any security patches since December, 31, 2004.

Major security flaws are present on NT4 SP6, they are perfectly know
but are not patched. History of NT4 (it's Wikipedia, but all information
are seriously true):

There is is no reason for Ritlabs to spend time to search why TB! 4.1
don't install on an obsolete and dangerous system.

I  know,  and  it  is a vBox Virtual Machine inside my NAT-Network, no
problem at all.

 There is is no reason for Ritlabs to spend time to search why TB! 4.1
