I had this persistently for a very long time and reported it in the Beta forum. I believe I raised a support ticket that got lost. My recollection is that it is something to do with account properties. Try deselecting that to see if the restore completes. I never solved the problem until I reinstalled TB! This also fixed a number of other persistent problems with filters.
