By Globally, do you mean across accounts? No. If you mean across folders within a single account, yes. Go into each folder's properties dialogue and make sure "Use account column settings" is checked. Unfortunately, you must select this option on every folder that you want to have the same settings. Now what would be really neat is if you could create arbitrary column and sorting profiles. Then you could apply a profile to a given folder, and switch between profiles on the fly.
