OT: How i can create a Keyserver?

I see a message from Melissa Reese and her footer contains this lines. PGP public keys: mailto:[EMAIL PROTECTED]Body=Please%20send%20key This looks like a Keyserver, with email access? Anyone have an idea to do this? I'm starting a project to introduce pgp as a useful tool to protect the privacy of cuban users. Most cuban only have access to domains with the suffix .cu that's why i want to create a keyserver. Melissa just created a mail account called pgp_keys on gmx. Using The Bat's filtering mechanism, if received mail to that address contains the required Subject and Message Body information, a copy of Melissa's public key will automatically be e-mailed to the requester in a message from her gmx e-mail account.
