Or perhaps, when new folders accounts are created they do NOT copy the
default templates (which should be editable), but just reference them.
Then, if I want to make a change to my default templates, I make the
changes in one place.

only way is prepare templates and compile English language pack with
them. I can prepare one compilation, if You want.

delete whole template and close folder properties, TB will set it to
default.
