What beta?

Have permissions be relaxed on that directory? Are the files stored in
a shared directory? I consider both of these to be in bad form. Only
administrators should be able to update system-wide files like these.
Also, a per user setting is inefficient because so many files would be
duplicated. A combination of user and system files may work well.

Windows XP Pro and Windows 2000. I have, however, changed permissions
on Program Files to:
Administrators: Full Control
SYSTEM: Full Control
Users: Read, List, Execute

I normally run as a user.

I don't think that these features are implements yet. These two are
quite difficult to get right. The rogues and simleys have to be put in
The Bat!'s directory, so the update procedure must be run as an
administrator.

betaversions in previous beta stage were able to download rogues and
smileys from hosts defined in auto-load-urls.txt file, but this
feature was removed before final version and will be probably
available as plugin.

I have been looking through the registry settings for TB!, and I notice
two settings called "Auto download rogues" and "Auto download smileys".
Both are set to 0.

I can't find anything in the preferences or options that relates to
these, does anyone know what they would do if set to 1?

Yes.
All settings not stored in account directories are located there.
