IIRC it's possible in v1 too, but as it is a bit more troublesome to
change between the filters of different accounts, you could do this:
Open a text editor
Go to the sorting office of your old account
Select a filter and press Ctrl-C
Paste it into your text editor
Do this as often as you like
When you're done, select the sorting office for your new account
Now select all filters in your text editor
go back to the sorting office and press Ctrl-V

In version 1.62r you can copy by selecting the filter, then ctrl-C, go
to the target account and past by ctrl-V.

Depends on what you want to do.
When you've created a new account and you want to copy all filters
from your old account to your new, you can copy the account.srb file
from the old to the new account directory. (with TB closed)
When it's just a few filters you can copy them one at a time and paste
them to your new account.
When you want to use some filters for all accounts you can turn them
into common filters, that way they're valid for every account. (And
they'll be executed first, though you might consider that a
disadvantage.)
