there currently is no official TB (elections are in progress), but I
can make a comment on the current state.

baseline is 3.0.2 which is more than a year old. But gThumb is still
actively developed and maintained.
The problem is the gThumb 3.0.2 doesn't work well in Ubuntu 13.10 Beta
because of a change in GTK+. This issue, of course, doesn't appear this the
last version 3.2.3 released this last august.
The current development release (trusty) has 3.2.5 now, and it's now
being autosynced from Debian as all our modifications went there. So
in the future it should keep itself up to date better.
As for SRUing 3.2 into Ubuntu 13.10: If 3.0 works poorly or not at
all, and 3.2 is buildable in Ubuntu 13.10, and does not have major UI
changes, an SRU certainly sounds adequate. I trust the SRU team to
judge this.
