Yeah, I should have known.

I gave -1 karma to the update and reported the error.  Someone else
noted that simply removing kdepimlibs solved the problem.

I'm not sure how I ended up with that package on this machine (it's
not on my other f36 machines), but that looks like a good fix.

Any idea how I got here?

(I did have
_copr:copr.fedorainfracloud.org:marcdeop:frameworks.repo and
_copr:copr.fedorainfracloud.org:marcdeop:plasma.repo
enabled, but I downgraded everything from there and downgraded back to
original repos and then upgraded before enabling updates-testing.)
