anthony thyssen has written much, much, information about the problem (as he
has about seemingly all aspects of imagemagick).

there are some scripts and recipes in there among all the explanations.  once
you have an actual case at hand, it might be simplest to just ask anthony
(assuming he's still active) for advice.

yes, maybe the char images could be generated at higher resolution and text
characters can be saved as images with slimer.js or other headless browser. so
this could be doable, I think. Imagemagick seems like easy and familiar tool
to use :)

thanks, installed in tex4ht and tl.

maybe some kind of image comparison program could avoid some of the manual
validation?  if each char can be dumped to an individual image.  i could send
you some tips i received one for doing comparisons with imagemagick if you
like.

Details:

In researching problem in this question on TeX.sx [1], I've found that
`mcode.sty` package (which isn't on CTAN) switches to PCR family for code
listings and it seems that there are some wrong characters (besided `^` there
are some more). I've generated new HTF file using htfgen, patches for literate
sources are attached.

PS: I've found Demiasta's font test code [2] really useful for testing HTF
files, it might be interesting to run this test on all supported fonts. Visual
validation would be quite laborious task though.
