 you should consider translate the core of CakePHP.
 Here is a partial french translation

 Translations shouldn't be in app/locale since it's the
 core translation but in somewhere else (depending if CakePHP
 team is supporting it or not)

 You should also have a look a Launchpad Rosetta
 https://translations.launchpad.net/cakephp
 In order to make translation on line with the latest string
 form the source code
