I think the main problem is this sentence.
If you complete the task, you need to tag it done, or modify a field to 
mark it done, which includes the need to manipulate the task tiddler.
... or you need to introduce a lot of complexity that can't be solved out 
of the box. 

Every tiddler has a created and a modified timestamp. 
If you mark a tiddler done, the modified timestamp is changed but the 
created timestamp is the same. 
So sorting by created can be done, if this was the reason for your desire, 
not to change the task tiddler. 

Could one use the field box for this during the task setup phase?
