Thank you all, I have a discrete components OCXO board that needs a 10MHz down decade clock input, phase looped with its clock and were searching for a stable clock. Seems like it’d be easy to use either a small microcontroller or 3 discrete decade counters to perform a divide-by-1000 from a 10 MHz standard to achieve this.
