Thank you all, I have a discrete components OCXO board that needs a 
10MHz down decade clock input, phase looped with its clock and were 
searching for a stable clock.

You do not have to purchase an expensive 6T to get 10 KHz out even a $ 10  
unit has adjustable output some rely on the battery to memories the setting 
more  expensive ones have EEPROM

Seems like it’d be easy to use either a small microcontroller or 3 discrete 
decade counters to perform a divide-by-1000 from a 10 MHz standard to achieve 
this. Am I missing something?
