To be more precise, the guest was Tom O'Brien, Chief of the NIST Time and
Frequency Division.

In any case, I should have known the message would not propagate out the
list in time for people to catch the live broadcast.  Surely there will be a
rebroadcast and/or webcast available soon, though...
