Article is about improving the accuracy and resolution of time interval
measurement by averaging, which is exactly what the Brooks Shera phase
detector purports to do.
Other higher resolution phase detectors will have the same problems
unless there is sufficient gaussian noise present.
The hanging bridges etc are one manifestation of the effects detailed in
the article.
However even with clean non quantised PPS signal positioning the time
interval counter will itself produce similar artifacts if there isn't
enough noise.
The higher the resolution of the TIC used, the less noise that is
required to destroy the coherence.
