BUT I still recommend you use Xerces 2.1. I'm currently working with the Xerces team and as you may be aware, thread problem are difficult to solve. Under ${catalina_home}/server/webapps/admin/WEB-INF/lib, replace struts.jar with
the version 1.1beta 2. This is only a workaround. You should use 2.1
