JSP.2.6 specifies that % that appears in a scripting element has to be
escaped as %\. The general philosophy for JSP syntax is to make it
unnecessary for the parser to parse the body of the scripting elements. Without
escaping %, the parser would terminate %! when it encounters the first %.
The parser does not know about java comments.
