I tried a simple test, and it seemed to work.  Did you set the rtexprvalue of
the attibute in your tld to true?  The default is false, so if you didn't set it
to true, you'll get what you are getting now.

If you still have problem with this, reopen the bug with a concrete test case:
supply a war file!
