If you are using Tomcat 4 in a production environment you would like to
minimize downtime.  The only way to know that you made a mistake in your
server.xml configuration is to actually stop and restart tomcat.

Adding the startup option -configtest would only parse and verify the
server.xml configuration and could be performed is Tomcat is running.

This would allow you to verify any configuration changes before doing
a tomcat stop/start with the new config.
