In situations where you may only be changing Tomcat's configuration in server.xml and not changing any jar's in server/lib, common/lib, or shared/lib; allow Tomcat to be reloaded using new config without stopping JVM. When running Tomcat in a production environment using the java -server HotSpot option, hotspot optimizes its execution over time. Stopping Tomcat looses all these optimizations. Allowing Tomcat to be reloaded without stopping the JVM will make changing its configuration easier in a production environment.
