The build doesn't require that, unless you use the full.dist option (which forces building everything, to prevent the release manager from releasing incomplete builds ;-)). The build doesn't require that, unless you use the full.dist option (which forces building everything, to prevent the release manager from releasing incomplete builds ;-)).
