When you think you understand it enough to change things then find an itch and scratch it ;) ie Add a new feature, remove a bug, refactor code etc something that you are interested in. Keep in touch with mailing list just to make sure no one else is working on same bit of code and eventually when it gets into a workable state submit it as patches (detailed on the jakarta.apache.org web-pages).
