 status.py#L48 this function that builds the controller] if you have a Tor
 listening on 9051 but want to connect to a Tor using a ControlSocket

 And it seems to be garbage circuits, or circuits it gave up on but didn't
 clean up.

 Here is the output of a script that shows the in-use circuits. 6
 measurements happening. **43** circuits in existence??? What the hell is
 that???
