 we just turned off DNS for all of those four zones, all that is left is to
 ask the upstreams to stop delegation...

 so should we just stop hosting those records entirely already? i'm asking
 because .fr and .is are giving signs of failure on nagios. i have already
 removed the check for the .fr SOA sync since that had stopped working, but
 i'm wondering if we should just remove the other zones as well..

 There are three torproject. zones that we're aware of which are not
 in TPI's control. They are all pointing at our name servers.,

 Ask them to kindly stop doing that but if possible please keep the domain
 registered for "some time". Dropping the DNS requests on the floor is
 fine.
