Comment:

 Is there a sponsor that is funding dormant mode work here? We're looking
 to wrap up Sponsor2 work and this is not going to make the cut otherwise.
 And nothing is currently funding similar updates to channelpadding to
 cancel its pending timers.

 As part of #28636, we are doing a minimal version of dormant mode in
 circpadding, which does not schedule padding if dormant mode is enabled.

 However, that's only part of the work since already existing timers won't
 stop counting.

 It also seems like channel padding does not respect dormant mode either.
