 I tested it again, the avaiability of a certain translation of the
 downlaod page does determine which locale is offered as default download.
 Why would you say that is not true? I really do see this happening.

 I will contact two reviewers on the Dutch team suggesting to have a look
 at their own discretion.

 also be offered in that locale, and can thus help visitors discover the
 Tor browser in their own language.'

 This is not true. Also, the Tor Browser is available in more languages
 that the webpage.
