Well, seems quite easy to get the bridges IPs every 10 minutes and to 
block them...

It is likely that at the very least meek would work in such a scenario. obfs4 
bridges probably work as well, I think.

I'd recommend to download Tor Browser and any other stuff you might need in 
advance, just as I do before I travel to a foreign country (or just plan to 
stay at a hotel with potentially censoring Wi-Fi hotspots).

Only about 1000 users in a 1.4bn country, bridges don't work there, or at
least don't work well enough to be a viable option for anyone.

I would guess that they download a list of tornodes and block em and block port 
9050 , I guess we need more info
