I think there are other means to communicate the supportedness of
packages, like the "Supported" field in the control file.
We do have reports of the same effect, that installing syslog-ng is a hassle,
just because of the this dependency, like:

Can you pls fix this in one way or the other?

Bug description:
The current deps make installing syslog-ng remove ubuntu-minimal. If
ubuntu-minimal were to depend on:
sysklogd | system-log-daemon then one could install syslog-ng without
removing ubuntu-minimal.
