Public bug reported:

I have set UMASK 077 in /etc/login.defs and there is no override in
~/.profile, ~/.bashrc or the corresponding system-wide files.

The umask command still prints 0022 in gnome terminal, but prints 0007
when I log into tty1. Newly created files get the same permissions as
when umask is set to 0022 within the Unity session.

Even a full system reboot does not change this behaviour.

Yes happens every time on Ubuntu 15.04 with all updates applied.

How I open the application doesn't seem to matter, as long as the
application is not locked to launcher. For example, I can open the trash
with "Super+T" or I can open the calculator by tapping super key and
typing the name. Neither of them get a shortcut assigned.

Applications which are locked to launcher get and retain the correct
shortcut always.
