The same problem with process gst-plugin-scanner: eating cpu (~100%)/system 
freezing (for about 10-15 seconds, when system starts). Fresh installation.
gstreamer1.0 - 1.14.1-1ubuntu1~ubuntu18.04.1
ubuntu 18.04.1 x86_64 4.15.0-33-generic (i7-7700HQ / NV GTX1050Ti / 16GB RAM)

  Hi,

  gst-plugin-scanner is eating 100% CPU time which leads to unusable Ubuntu. It 
appears couple of times daily. 
  (My guess is that it is causing by application firefox , skype , totem , 
nautilus ).

  Restart button in Additional Drivers does not restart Xubuntu

Bug description:
  After changing a driver in Additional Drivers tab of Software &
  Updates, a message tells me a restart ('You need to restart the
  computer to complete the driver changes.') is needed and introduces a
  button to restart the system. This button does not seem to do anything
  in Xubuntu 14.04.2.

  Upon running software-properties-gtk through terminal and then
  clicking the restart button, these lines are printed:
