I found the following page online

the claim is that this bug is in the greeter and it has been fixed upstream.
i followed the directions to install a different greeter and the xubuntu now 
works.

i had updated to the latest kernel (1014) before trying this fix but it
did not help.

The blog did not give a pointer to the upstream fix but it sounds like
you are a pull away from fixing this.

Just for the record, I tried to change the memory size to 2gb and it did
not help.There are other open raspberry pi 4 bugs that are dependent
on having more that 3gb or ram and so i decided to test that possibility
(see https://bugs.launchpad.net/ubuntu/+source/linux-
raspi2/+bug/1848703) especially since the other person who sees this bug
also has a 4gb system.However it does not seem to help.

I still get the failure.From the prompt in your run, it looks like
you are running the arm64 version, i am running the armhf version.
That seems unlikely to be significant difference, but there are at least
some major differences since the arm64 cannot use the usb ports on the
pi 4b with 4GB and that is what I have.

i do have outside connectivity.

most of the time when i do a software update that involves installing a
new kernel, the laptop fails to properly restore the screen when
returning from the suspension.  (i always reboot after doing the update,
that is not the problem).

I can "fix" this by getting into the power management configuration and
changing something (pretty much anything) and then changing it back.
Once i do this,  the computer works properly after a suspend.

It behaves "as if" there were some persistent state whose format or
location changes in an incompatible way with each kernel release and
that this gets reset by the power management app but is not cleared by
the update process.

this is an amd based machine with amd based graphics.
