  avoid having the transitional package as a dependency.

 * It is not possible to upgrade or re-install python-apt using pip from
the git+ssh://git.launchpad.net/ubuntu/+source/python-apt git repo if
already installed and if wheel installed too.

 * On initial install it also  is assigned version `0.0.0` which is
incorrect

 * This applies to the Mantic, Jammy and earlier versions. It has been
fixed in Noble

With only snapd snap preseeded I get boot times very similar to

```
ubuntu@cloudimg:~$ systemd-analyze
Startup finished in 3.757s (kernel) + 12.458s (userspace) = 16.216s 
graphical.target reached after 12.061s in userspace.
```

Which shows we are still taking a boot time hit of ~1.5 seconds...
however with snaps snap preseeded we are seeing a much faster "first
snap" install. From ~21 seconds down to 17 seconds.


To summarise.

* Definitely faster boot without any snaps preseeded @ ~1.5 seconds in my tests
* Still slower boot with only snapd snap preseeded but faster first snap 
install time by about ~4 seconds

I have been unable to get any data on LXD usage numbers on cloud/server
to help.

So the question remains do we want faster boot by ~1.5 seconds (based on
my test environment) at the expense of first snap install speed
improvements of between 4 (if only snapd snap is preseeded) seconds and
up to ~15 seconds (if a core snap is also preseeded)?

@vorlon @jchittum @paelzer given the above findings are you still -1 on
any snap preseeding? Based on the data, I vote not to preseed any snaps.

graphical.target reached after 12.175s in userspace.
```

This is on a powerful AMD threadripper machine using qemu. I ran this 3
times for each image with similar results so we are definitely seeing a
boot speed improvement without the snaps preseeded.

I will try with only snapd snap too for comparison.

yes I don't like this either. Even if we do change it later to core24
then the expectations people have for their snap startup/install time
for snaps, not LXD, which use core22 will change/break.

Well it isn't just LXD though - any snap install/init will be affected
with this change

Not true. It still takes time to fetch and install the snapd snap -
6.738s in my test in qemu

If we don't preseed a core snap and snapd it feels like we're failing to
prioritise the performance of snaps on server/cloud.

But if we acknowledge that knowing that we are prioritising boot speed
then that's fine and we can add it to the noble release notes.

I'll measure boot speed with and without core snap preseeded and add it
here.

time to initialize any snap was my goal but with lxd as an example as it
is such a popular snap.

I will try find the referenced policy.

This was added in version 253.5-1ubuntu1 [1] of systemd on 11 Jul 2023
in the devel release. It was not an intentional change to open port
5353.

I am not entirely sure on what we lose but based on the systemd-resolved
docs [2] we lose ability to resolve .local domains

CPC are primarily concerned about cloud images but enabling a new open
port was an unintended consequence of the change and I understand not
one that is desired.

Yes. Google/GCE specifically have flagged this as an issue and a
regression to have more than port 22 open.

cloud minimized and non minimized images have now been tested with
6.5.0-9 kernel from -proposed and pass our lxd-start-stop test suite

  seeing a regression in our cloud image tests. The test runs the

  The issue is not present with the 6.5.0-5 kernel and the issue is

  container to test this.

I have also successfully verified that -proposed amd64 kernel
`6.5.0-7-generic` results in successful network configuration when
tested using qemu on an amd64 host with older hardware (ThinkPad T460
with 6th gen intel i5 which is the same hardware which we were able to
reproduce the issue on previously). See

Bug description:
  Following a recent change from linux-kvm kernel to linux-generic
  kernel in the mantic minimized images, there is a reproducable bug
  where a guest VM does not have an IP address assigned as part of
  cloud-init provisioning.

  This is easiest to reproduce when emulating arm64 on amd64 host. The
  bug is a race condition, so there could exist fast enough
  virtualisation on fast enough hardware where this bug is not present
  but in all my testing I have been able to reproduce.

  The latest mantic minimized images from http://cloud-
  images.ubuntu.com/minimal/daily/mantic/ have force initrdless boot and
  no initrd to fallback to.

  This but is not present in the non minimized/base images @
  http://cloud-images.ubuntu.com/mantic/ as these boot with initrd with
  the required drivers present for virtio-net.

  Reproducer

  This is because when cloud-init is trying to configure network
  interfaces it doesn't find any so it doesn't configure any. But by the
  time boot is complete the network interface is present but cloud-init
  provisioning has already completed.

  You can verify this by running `sudo cloud-init clean && sudo cloud-
  init init`

  You can then see a successfully configured network interface

  The bug is also reproducible with amd64 guest on adm64 host on
  older/slower hardware.

  The suggested fixes while debugging this issue are:

  * to include `virtio-net` as a built-in in the mantic generic kernel
  * understand what needs to change in cloud-init so that it can react to late 
additions of network interfaces

  I will file a separate bug against cloud-init to address the race
  condition on emulated guest/older hardware.

  To start an instance of this image:

  `gcloud compute instances create daily-ubuntu-
  ntpdebug-1604-xenial-v20170331 --image-project ubuntu-os-cloud-devel
  --image "daily-ubuntu-ntpdebug-1604-xenial-v20170331"`

  Then run `ntpq -p` which should, once ntp is patched, return only one
  entry 'metadata.google' and should not return any of the ubuntu NTP
  pools.

  [Regression Potential]

  As noted in comments #1 and #2, this SRU might surface an issue if the
  user is receiving a broken set of NTP servers.

  And as noted in comment #4, some people might be hackishly using the
  distinction between spaces and tabs in the config file to trick our
  current hook.  Debian has gotten rid of that distinction, so that hack
  will stop working on distro-upgrade anyway.  The fix is *probably*
  going to help more people who unintentionally mixed the two up rather
  than the few that are relying on that bug.  But that bit can be easily
  dropped from the SRU if ya like.

are provided via DHCP so the easiest test case is to launch an instance
on GCE without our workaround configured.

One such image is "daily-ubuntu-ntpdebug-1604-xenial-v20170331" in
project "ubuntu-os-cloud-devel"

To start an instance of this image:

`gcloud compute instances create daily-ubuntu-
ntpdebug-1604-xenial-v20170331 --image-project ubuntu-os-cloud-devel

Please find attached patch for this bug. This is the same fix as

The patch adds "pool" to the "server" and "peer" list as well as
handling tabs and spaces in the ntp.conf better.

The issue if a broken set of NTP servers is received and having no
fallback is the case in Yakkety now too though and previously in Xenial
prior to the server/pool changeover in 1:4.2.8p3+dfsg-1.

I agree that ideally there would be a fallback if the received NTP
servers were broken but this bug itself is a regression from
functionality prior to 1:4.2.8p3+dfsg-1.

In 1:4.2.8p3+dfsg-1, the default config was changed to
"Use pool instead of server".  This needs a corresponding
update to /etc/dhcp/dhclient-exit-hooks.d/ntp, since the
DHCP specified servers now get added to the default pool
config instead of replacing them.

This seems to be somewhat related to https://bugs.launchpad.net/cpc-
gce/+bug/1639089 (only affects Xenial).

In summary the "pool" entries in ntp.conf should be commented out by
gce-cloud-config but when ntp.conf transitioned from using "server" to
"pool" gce-cloud-config was not updated.

I will be fixing lp:1639089 in the GCE Xenial image build process
initially followed by a fix for gce-cloud-config.

Note that gce-cloud-config is being deprecated in favour of gce-compute-
image-packages which does not have this bug.

  GCE default NTP configuration uses both leap-smeared and true UTC
  sources

Bug description:
  A default install of cloud images on GCE results in a configuration of
  NTP which will likely be problematic during leap seconds, because it
  uses both Google's leap-smeared time source, and the public pool,
  which uses true UTC.  These should not be combined in the default
  configuration.

  The principle of least astonishment would suggest that a non-standard
  feature like leap smearing should be disabled by default.

  This behaviour has been consistent in the 3 different GCE regions in
  which I've recently created instances.
