This is still an issue in Ubuntu 16.04 derivative (Linux Mint 18.1)

Using the workaround (imwheel -k -b "0 0 0 0 11 10") helped.

Cron job running apt-get update fills 200GBs of free diskspace.
Cron from command line also has problem most of the time. However, some runs of 
apt-get update work OK. (~1/5 of the time)
