This is not a bug but just designed behaviour of TLP.

You may change it by configuring:

DEVICES_TO_DISABLE_ON_STARTUP="bluetooth" 
or 

RESTORE_DEVICE_STATE_ON_STARTUP=1

Did you try the workaround from #2? What was the result?

A kernel driver or bluetooth device that does not properly implement
power saving cannot be fixed in TLP. Your only option is to disable
power saving for the device.

Bug description:
  In Ubuntu Budgie bluetooth connection is lost in regular intervals
  (5mins).

  Thus my mouse stops working, my headset stops playing music.

  Reconnecting my mouse takes ages requiring a restart of bluez and
  reconnecting the mouse.

  This issue became worse ever since installing budgie (17.04) in May.

  (during writing this, the mouse stopped working again)
