I have the same problem with Asus K54HR, rfkill says that phy0 is hard blocked.
I tried to reinstall Ubuntu 19.04 and 19.10, reset the bios, with no solution.

WiFi works well on Windows 10.

I am happy to provide any additional information to solve the issue.

Bug description:
  I installed a fresh copy of Ubuntu 18.04 and everything seems to work
  fine, till I suspended and resumed the laptop. After resume, the wifi
  is hard blocked is rfkill. Reinstalling drivers, different drivers,
  nothing helped. All this was done under Secure Boot disabled under
  Ubuntu and BIOS (UEFI).

  The WiFI card is Realtek 8723BE. laptop is HP AB035TX Pavilion 15. If
  any further info is required, I'll add it on notification. I am
  familiar with Linux, any help will be really appreciated.

  
  P.S: If this wifi card is the issue, please suggest some PCI-mini card that 
will work with my Ubuntu, even after suspend and resume (Ideally a 2.4/5G + BT 
5.0)

  shortcuts in the "keyboard" menu, so I don't know how to disable it...

While I try to upgrade my Ubuntu through "apt upgrade", it gives me many errors 
involving loops between services (insserv gives me the output).
I've tried to purge grub-common and make upgrade again -> no result.
I'm not able to understand well what's happening.

The error is raised after an upgrade of ~400MB today. Some packets have
been correctly installed. These others (listed in the attached file, at
the bottom of it), raises an error.

It seems I've resolved using theese commands:

Now I get no errors anymore ... I will be back just to confirm or

Public bug reported:

Since the last update (2017-12-1) KDE System Tray won't display pidgin
and skype icon (once minimized). I've tried also with Amarok and it's
working.

No one on KDE Bug Tracking report a problem like this.

I've tried to relogin, to remove e readd system tray... no results.

I did a fresh installation from stable channel with --bootstrap command and now 
the speakers works fine... but only without the cover!!!

Pending resolution of the bug I found an accidental solution...  I don't
know if it helps bug resolution.

Since I don't have any Output Card listed in Audo Settings, executing
alsa_setup.sh (from http://www.stchman.com/alsa_update.html) it create
permanently a new "Dummy Output", obviously not working.

Then running these commands audio from speakers is working until shutdown:
sudo modprobe snd-hda-intel
sudo alsa force-reload  <--for 3 times but waiting 10-15 seconds between one 
and the other

This is a very strange workaround, but it work for me!

  From time to time, the system loses all wireles networks and kubuntu
  network manager applet goes blank - not even one network is shown. All
  wifi connections are broken. Rebooting fixes the issue, switching to

  seems to be no hardware issue or iwl3945 issue.

  What to expect: stable connections and flawless network managing.
  What happens: so above.

For me, no one of the suggested workarounds work. I tried with export 
SWT_GTK3=0 or export SWT_GTK3=1, but every time I move the mouse pointer on 
ProjectBuild Working Set Eclipse crashes with the following

Don't know if it is strongly related, but I think so.
I'm using Modelio 3.1 on Ubuntu 64 bit. Sometimes, apparently without a 
specific sequence pattern, Modelio closes; other times, it doesn't allow to 
make any type of operations (i.e. when I right click on an element, it doesn't 
show anything). I don't know what the problem is. If I launch it from the 
terminal, it always returns error message like this

or this

attempting to remove it

The error message returned in the log file is

  Running smartgit 4.6.4 on 13.10 64 bits. After registering the
  product, smartgit crash when trying to open a new repository. Java
